By of the Journal Sentinel A Chinese national who federal authorities believe owned one of the world's largest manufacturers of illegal synthetic drugs has agreed to plead guilty to exporting those drugs from China to Wisconsin. At the time of his arrest in May, the U.S. Drug Enforcement Administration , who is believed to have sold synthetic marijuana made at a factory in China, "the highest-level synthetic designer drug trafficker apprehended to date in the United States."
